Background: A press conference was held TUESDAY the day before the opening of the NATO Ministerial meeting in Ottawa.The Secretary-general, Dirk Stikker emphatically denied that proposals for an inter-allied nuclear force are intended as a means of getting nuclear arms into the hands of West German fighting men.
Charges to this effect have been made by the Soviet Union.
The nuclear force, expected to be endorsed in general terms at the NATO conference, has "nothing to do" with either satisfying or pacifying West German demands, Mr.Stikker told the press conference."
