    FRANCE AND JAPAN HAVE NEGOTIATED A SIX-YEAR TRADE AGREEMENT UNDER WHICH FRANCE WILL LOWER HER TRADE BARRIERS AGAINST JAPANESE GOODS.THE AGREEMENT SWEEPS AWAY QUOTA RESTRICTIONS ON ALL EXCEPT A SMALL LIST OF INDUSTRIAL AND AGRICULTURAL GOODS, WHICH REMAIN SUBJECT TO QUOTAS.

    THE PACT WAS SIGNED AT THE FRENCH FOREIGN MINISTRY IN PARIS TODAY (TUESDAY) BY M.COUVE DE MURVILLE, FRENCH FOREIGN MINISTER, AND MR.TORO HAGUIWARA, JAPANESE AMBASSADOR TO FRANCE.

    MR.HAGUIWARA TOLD NEWSMEN LATER THE TRADE AGREEMENT HAD "CONSIDERABLE POLITICAL SIGNIFICANCE." THE AGREEMENT CAN BE EXTENDED BY MUTUAL CONSENT, BUT WILL LAPSE IF JAPAN CONCLUDES A TRADE PACT WITH THE EUROPEAN COMMON MARKET AS A WHOLE.
