    President de Gaulle opened the first session of the French Community Senate in Luxembourg Palace, Paris, July 15.

    After a short speech to the senators, the President withdrew from the chamber, leaving 84-year-old Senate dean, M.Moutet, to preside.

    The 22-member Senate executive council - Prime Ministers and Foreign Ministers of the former French colonial territories and eight French Government officials - were seated alphabetically, left to right.

    The Community was first mooted by de Gaulle during a broadcast on July 13, 1958, when he offered the overseas possessions several forms of federation. He said it was necessary for them to join together in a large political, economic and cultural unit in keeping with modern conditions and progress.

    Only one territory, Guinea, refused the President's offer. She elected to withdraw and become an independent State.

    The first meeting of the Executive Council was in Paris, Feb 4 this year.

    The Community representatives have been in Paris this month for the July 14 celebrations. De Gaulle resented the 13 Premiers with Tricolors during the military ceremony.
