    The Common Market's Council of Ministers tonight (Monday) postponed discussions of applicants for membership of the community by Britain, Denmark, Norway and Ireland until October 23 and October 24. The crucial talks, which opened today, were called to decide whether to begin negotiations on the applications.

    The postponement came after the ministers discussed a report on problems arising from the enlargement of the community, which was submitted to them by the Common Market's executive commission. The Council decided to ask the permanent representative of the EEC in Brussels to prepare the debate on the report when the Council next meets on October 23/24. West Germany, Italy, Belgium, Holland and Luxembourg all spoke in favour of the early opening of membership negotiations with the four applicants.

    All Common Market countries, excepting France, want the community to invite Britain and the other applicants to the conference table by the end of this year.
