    THE INTENSIVE SECURITY ARRANGEMENTS INVOLVED THE USE OF MORE THAN 5-THOUSAND UNFORMED POLICE AND PLAIN-CLOTHES OFFICERS TO PATROL STREETS AND GUARD ROOFTOPS ALONG THE ROUTE FROM IDLEWILD AIRPORT TO THE TEMPLE EMANU-EL SYNAGOGUE, ON FIFTH AVENUE.IT WAS PRESIDENT JOHNSON'S FIRST TRIP OUTSIDE THE WASHINGTON AREA SINCE HE ASSUMED THE PRESIDENCY IN DALLAS, TEXAS, FOLLOWING THE ASSASSINATION OF PRESIDENT KENNEDY, ON NOVEMBER 22.

    BEFORE THE PRESIDENT'S ARRIVAL, SIX MEN, ARMED WITH SHOTGUNS, WERE ARRESTED IN A POPULAR DUCK-SHOOTING AREA NEAR THE IDLEWILD AIRFIELD.TWO OF THE MEN WERE LATER CHARGED WITH CARRYING WEAPONS IN A PROTECTED WILDLIFE RESERVE, AND WERE RELEASED PENDING A COURT HEARING.

    THE ROUTE TAKEN BY THE PRESIDENTIAL PARTY FROM THE AIRPORT TO FIFTH AVENUE WAS NOT ANNOUNCE IN ADVANCE TWO HELICOPTERS SURVEYED THE ROUTE FROM THE AIR, WHILE PRESIDENT JOHNSON'S CAR WAS SURROUNDED BY POLICE MOTOR CYCLE UNITS AND PATROL CARS FOR THE DRIVE INTO THE CITY.EVEN POLICE ON STREET DUTY WERE ORDERED TO "FACE THE CROWDS AT ALL TIMES".

    HOWEVER, THE ONLY SIZABLE CROWD WAS AT THE TEMPLE EMANU-EL, WHERE BARRICADES WERE SET UP TO KEEP THE CROWDS FROM CROWDING INTO THE ROADWAY.AS AN ADDED PRECAUTION, ALL BUILDINGS SURROUNDING THE SYNAGOGUE WERE SEALED OFF TO PRESS AND TELEVISION CAMERAMEN AND THE CHILDREN'S ZOO, OPPOSITE THE TEMPLE, A GIFT TO NEW YORK BY THE LATE SENATOR LEHMAN, WAS ALSO CLOSED AND PLACED UNDER GUARD.

    AFTER THE SERVICE, PRESIDENT JOHNSON PAID A BRIEF VISIT TO FORMER PRESIDENT HOOVER, WHO IS ILL-HEALTH AT THE WALDORF-ASTORIA HOTEL, AND THEN FLEW BACK TO WASHINGTON.
