    ALLEGATIONS OF MASS PERSECUTION OF NON-IBOS BY THE DOMINANT IBOS OF SUCCESSIONIST EASTERN NIGERIA, CALLING ITSELF THE REPUBLIC OF BIAFRA, WERE MADE IN LAGOS YESTERDAY (WEDNESDAY) BY FORMER NON-IBO POLICE CONSTABLES IN THE EASTERN REGION. MEANWHILE, THE NIGERIAN FEDERAL FORCES CONTINUE THEIR DRIVE AGAINST THE SUCCESSIONIST FORCES, AND INDICATIONS THAT IT MIGHT BE A MUCH LONGER CIVIL WAR THAN FORMERLY EXPECTED INCLUDE BIAFRAN TRAINING OF SCHOOLCHILDREN FRO MILITARY SERVICE.

    THE MILITARY TRAINING OF CHILDREN IS REPORTED TO HAVE BEEN STARTED NOT AS A BIAFRAN GOVERNMENT POLICY BUT TO GIVE THE CHILDREN SOMETHING TO DO, AS THEIR SCHOOLS HAVE BEEN CLOSED SINCE LAST AUGUST. MORE AND MORE CHILDREN ARE REPORTED TO BE TURNING OUT EVERY DAY FOR PARADES AND TRAINING BY BIAFRAN EX-SERVICEMEN. THEY CARRY ONLY WOODEN RIFLES BUT OFTEN WEAR GREEN-KHAKI UNIFORMS.

    MEANWHILE, THE FEDERAL LEADER, MAJOR GENERAL YAKUBU GOWON, HAS ANNOUNCED IN LAGOS THAT HE PLANS TO STEP UP THE WAR OPERATIONS AGAINST THE BIAFRANS. HOWEVER, HE PLEDGED TO HALT THE WAR OPERATIONS PROVIDING THE IBO TRIBAL LEADERS GAVE WHAT THE TERMED A "POSITIVE RESPONSE". GENERAL GOWON NAMED 19 BIAFRANS WHO HE SAID WERE ACCEPTABLE TO THE FEDERAL MILITARY GOVERNMENT TO NEGOTIATE A PEACE.

    (IN LAGOS YESTERDAY, A FORMER INSPECTOR OF POLICE IN EASTERN NIGERIA, WHO FLED WITH OTHER NON-IBO POLICEMEN WHEN THE REGION DECLARED ITS INDEPENDENCE, SAID THAT ALTHOUGH INDIVIDUALS IN BIAFRA MIGHT WANT PEACE, THIS WAS IMPOSSIBLE BECAUSE OF THE STUBBORN ATTITUDE OF THE LEADERSHIP. THE FORMER POLICEMEN MADE A NUMBER OF ALLEGATIONS AGAINST THE BIAFRANS, INCLUDING MASS-PERSECUTION OF NON-IBOS AND THE USE OF WHITE MERCENARIES.)
