    THE DELEGATION IS IN FRANCE FOR TWO WEEKS AT THE PERSONAL INVITATION OF PRESIDENT DE GAULLE. FOLLOWING THE GENERAL'S "QUEBEC LIBRE" SPEECH DURING LAST YEAR'S TOUR OF CANADA, M. RICHARD WROTE TO FRANCE REQUESTING "CULTURAL" HELP FOR FRENCH CANADIANS. THE RESPONSE FROM FRANCE WAS PRESIDENT DE GAULLE'S PERSONAL INVITATION.
