Observers said the Marshal looked better for his seaside holiday when he arrived at the ceremony. He still had difficulty walking, however, and his left arm remained affected by the stroke which left him seriously ill a year ago. The Marshall made a forceful and unexpected return to the political scene last week when he scrapped planned for a Republican constitution and declared his decision to rule virtually single-handed. He told ministers, monks and dignitaries assembled at the swearing-in ceremony that the would assume much the same governing powers as former Prince Norodom Sihanouk whom he deposed in a coup two years ago. The 58 year old Marshal declared that the law and order situation was still too serious throughout the country to restor constitutional or parliamentary rule; he swore a formal oath to protect the Republic from all its enemies.
