    THE CITY IS IN THE TIGHT GRIP OF COLONEL ARIF'S TROOPS, WITH TANKS AND ARMOURED CARS PLACED IN STRATEGIC POSITIONS AND ROAD-BLOCKS MANNED BY MEN OF THE NATIONAL GUARD.THE APPROACH TO THE GOVERNMENT HEADQUARTERS IS BARRED TO ALL BUT OFFICIAL CALLERS.BUT, APART FROM THIS, THE CITY IS GETTING BACK TO NORMAL; THE CURFEW IS BEING GRADUALLY RELAXED, AND SHOPS ARE OPENING.

    COLONEL ARIF MADE HIS FIRST APPEARANCE IN PUBLIC YESTERDAY, WHEN AT A BANQUET HE MET JOURNALISTS.HE REFUSED TO NAME HIS COLLEAGUES ON THE SUPREME REVOLUTIONARY COUNCIL WHICH IS REGARDED AS THE REAL POWER BEHIND THE SCENES.THE COLONEL DID CONFIRM, HOWEVER, THAT HE WAS ACTIVELY INVOLVED IN LAST FRIDAY'S COUP WHICH OVERTHREW THE KASSEM GOVERNMENT.

    DURING THE FIGHTING AROUND THE DEFENCE MINISTRY, COLONEL ARIF SAID HE SPOKE TO PRESIDENT KASSEM ON THE TELEPHONE.THE PRESIDENT TRIED TO PLAY FOR TIME AND USED THEIR FRIENDSHIP IN AN APPEAL FOR MERCY.

    MORE LIGHT WAS THROWN ON PRESIDENT KASSEM'S LAST HOURS AT ANOTHER PRESS CONFERENCE, GIVEN THIS TIME BY THE NEW FOREIGN MINISTER, TALIB HUSSEIN SHABIB.HE SAID PRESIDENT KASSEM AND A FEW OTHER OFFICERS AT THE MINISTRY OF DEFENCE HAD TRIED TO FORCE SOLDIER ON DUTY TO FIRE BACK ON THE ATTACKERS, AND KASSEM ACTUALLY SHOT ONE WHO REFUSED.THE PRESIDENT HELD OUT IN HIS SHELTER UNTIL 0930 FRIDAY WHEN HE SURRENDERED AND WAS SHOT.

    THE FOREIGN MINISTER SUMMED UP THE DIFFERENCE BETWEEN THE OLD AND NEW REGIMES BY SAYING THAT KASSEM'S GOVERNMENT WAS A DICTATORSHIP PERSONIFYING THE ERRATIC TEMPERAMENT OF ITS LEADER, WHILE COLONEL ARIF'S REGIME WAS NOT A DICTATORSHIP.HE GAVE THE PRINCIPAL AIM OF THE NEW IRAQI GOVERNMENT AS THE ESTABLISHMENT OF THE 'STRONGEST POSSIBLE' RELATIONS WITH THE UNITED ARAB REPUBLIC.
