  • Description

ECONOMIC DIFFICULTIES ARE FORCING BRITAIN TO CUT HER BASE FACILITIES EAST OF SUEZ. ACCORDING TO A REPORT, BRITAIN HAD PLANNED A COMPLETE PULL-OUT OF SINGAPORE AND MALAYSIA BY 1971. THE BULK OF HER 62,950 MEN IN THE FAR EAST COMMAND ARE BASED IN THESE TWO COUNTRIES.

SINCE HIS ARRIVAL IN SINGAPORE LAST SUNDAY, THE BRITISH DEFENCE SECRETARY, MR. DENIS HEALEY, HAS HAD DISCUSSIONS WITH BRITISH SERVICE CHIEFS AND SINGAPORE'S PRIME MINISTER, MR. LEE KUAN YEW. THE TALKS WERE CENTRED ON THE PULL-OUT AND WHAT EFFECTS IT WOULD HAVE ON THE ISLAND'S ECONOMY. HE HAD ALSO VISITED BRITISH MILITARY INSTALLATIONS....TODAY (TUESDAY), HE TOURED THE NAVAL BASE. ON ARRIVAL BY HELICOPTER, HE WAS MET BY SIR FRANK TWISS, WHO IS VICE-ADMIRAL OF THE FAR EAST FLEET. (MR. HEALEY IS NOW IN KUALA LUMPUR, THE MALAYSIAN CAPITAL, FOR SIMILAR DISCUSSIONS WITH MALAYSIAN PREMIER TUNKU ABDUL RAHMAN).

THE DEFENCE CUTS COULD INVOLVE UP TO 30,000 MEN. THIS WOULD INCLUDE THE 10,000 MEN ALREADY BEING BROUGHT BACK TO BRITAIN BY NEXT MONTH AS A RESULT OF THE END OF INDONESIA'S. CONFRONTATION POLICY AGAINST MALAYSIA. THE OTHER EXTRA 20,000 MEN, WHO MAY BE WITHDRAWN IN THE NEXT 12 MONTHS, WOULD BE PRIMARILY FROM THE SINGAPORE BASE, AND FROM THE COMMONWEALTH STRATEGIC RESERVE BASED IN MALAYSIA, WHICH IS MADE UP OF BRITISH, AUSTRALIAN AND NEW ZEALAND.

IN LONDON, AUTHORITATIVE SOURCES SAID THE BRITISH GOVERNMENT WAS EXPLORING PROSPECTS OF AN AMERICAN-BRITISH-AUSTRALIAN GUARANTEE TO DEFEND SINGAPORE AND MALAYSIA AFTER A POSSIBLE BRITISH PULL-OUT IN THE 1970'S.

BRITAIN'S RECENT PURCHASE OF 40 AMERICAN F-111 FIGHTER AIRCRAFT HAD CAUSED SPECULATION IN WASHINGTON FOLLOWING HER WITHDRAWAL EAST OF SUEZ. THE F-111S COULD OPERATE AS A SORT OF VIGILANTE FORCE COVERING COMMITMENTS IN THE AREAS. THE AIRCRAFT COULD BE AVAILABLE FOR USE EITHER TO HELP WITH RECONNAISSANCE OR IF NECESSARY, TO STATE AND AGGRESSOR.
