    THE NEW GHANAIAN INSTITUTE OF PUBLIC ADMINISTRATION WAS HANDED OVER TO THE GOVERNMENT ON MONDAY BY THE UNITED NATIONS SPECIAL FUND. SPEAKERS AT THE CEREMONY AT GREENHILL, ACHIMOTA, JUST OUTSIDE ACCRA, INCLUDED THE CHAIRMAN OF THE GOVERNING COUNCIL OF THE INSTITUTE, DR. K. G. KONUAH, AND THE NATIONAL LIBERATION COUNCIL MEMBER RESPONSIBLE FOR HIGHER EDUCATION, MR. A. K. DEKU, WHO ALSO INAUGURATED THE PERMANENT BUILDINGS OF THE INSTITUTE.

    THE CEREMONY AT ACHIMOTA MARKED THE CULMINATION OF FIVE YEARS OF COLLABORATION BETWEEN GHANA AND THE U.N. SPECIAL FUND IN CREATING THE INSTITUTE. THE GOVERNMENT OF GHANA PROVIDED BUILDINGS, EQUIPMENT AND LOCAL STAFF, WHILE THE U.N. PROVIDED INTERNATIONAL EXPERTS FOR TEACHING AND RESEARCH, AND GRANTS FOR EQUIPMENT, BOOKS, AND TRAVEL ABROAD FOR GHANAIAN MEMBERS DOING FURTHER STUDY AND RESEARCH.

    IN HIS SPEECH ACCEPTING THE INSTITUTE ON BEHALF OF THE GHANAIAN NATIONAL LIBERATION COUNCIL, MR. DEKU, WHO IS ALSO COMMISSIONER OF POLICE IN THE CRIMINAL INVESTIGATION DEPARTMENT, DESCRIBED IT AS A WORTHY TRIBUTE TO THE U.N. AND A LIVING EXAMPLE OF THE DESIRE OF THE WORLD BODY TO ASSIST ITS POORER MEMBER-NATIONS. HE SAID GHANA'S FAITH IN THE U.N. HAD BEEN FURTHER STRENGTHENED BY THIS TREMENDOUS AID.
