Soon after his return from America and Japan, West German Chancellor Dr.Adenauer, had a meeting with West Berlin's Mayor Willie Brandt, Apr 5, at the Chancellor's Palace in Bonn. While in the United States Chancellor Adenauer was assured that America would stand by his proposals for a united Germany.
Dr. Adenauer wishes to hold a plebiscite in West Berlin, to demonstrate that the Russian proposals for a "free city" is unacceptable to its people. The Russian plan would mean that Allied and Soviet troops in the city would be withdrawn, each leaving a small token force.
Herr Brandt is of the opinion that nothing should be done in Berlin without complete agreement of the Western Powers. The British view is that any proposals should be discussed by a four-power group in Washington.
It has been suggested that the plebiscite, to be convincing, would have to be held under the supervision of the United Nations. This idea conflicts with Dr. Adenauer's plan, as there is no time to strange this before the summit meeting. Chancellor Adenauer wishes to show West Berlin's feelings on the future status of the city, before the summit meeting.
