    DR. KISSINGER: "It is a flat prohibition against the introduction of any outside forces for any reason whatsoever, so that the normal attrition cannot be made up by the reinfiltration of outside forces. (I am talking now about the provisions of the agreement). Secondly, there is a flat prohibition against the presence of foreign forces in Laos and Cambodia, and therefore a flat prohibition against the use of the normal infiltration corridors. Therefore, it is our judgement that there's no way that North Vietnam can live up to that agreement without there being a reduction of the North Vietnamese forces in South Vietnam, without this being explicitly stated."



    MR. LE DUC THO: "We have completely rejected the allegation about the so-called North Vietnamese force in South Vietnam, we have completely rejected the expression...politically speaking as well as legally speaking this allegation has no point in fact. And finally, the U.S. side dropped completely this proposal of theirs. In the agreement we can find no word, not a single word implying the presence of the so-called North Vietnamese troops."

    Background: A question left unanswered by the agreed ceasefire in Vietnam, which was negotiated in Paris by dr. Kissinger and Mr. Le Duc Tho, is what is to become of the North Vietnamese forces which the Americans claim have infiltrated the South. Both sides put different interpretations on this omission. The two chief negotiators were giving press conferences on 24 january, Dr. Kissinger in Washington, and Mr. Tho in Paris. Here follows a transcript of what they said on this question.

    SYNOPSIS: Dr. Kissinger gives a pores conference in Washington after the ceasefire agreement ending American military involvement in Vietnam. But what about North Vietnamese forces he claims are there?
    Le Duc Tho, Dr. Kissinger's opposite number in the Paris negotiations which led to the ceasefire, met pressmen in Paris.. He gave his interpretation of why the treaty doesn't mention North Vietnamese forces in South Vietnam.
