    Forty-year-old Hisao Ogiwara, of Tokyo, Japan, former instructor in the Japanese Army Aviation School, demonstrated Feb. 24 this 120-lb. plastic, six-sided, two-seater "air-car".
    "Turtle Wind", as it's called, was built in 40 days at a cost of GBP100. It glides along 6 inches from the ground at 30 m.p.h., propelled by two 6-horsepower engines, making a great deal of noise, and on unpaved roads raising clouds of dust. The air-car is steered by a control lever, which tilts it at any angle.
    Ogiwara - who has also built 5 jet helicopters in the last 9 years -has a second "Turtle Wind" nearing completion.
