In almost every country the lure of the big city attracts people from the countryside. They come in search of work and, of course, money.
And, as so often happens, they find neither - only misery.
Djakarta, the Indonesian capital, has thousands of victims. They have nowhere to live excepts in crude shanties by the roadside. Some have been there for seven years.
Most of the people came from Central and East Java, fleeting the poverty and lack of opportunity and hoping to make a future in Djakarta. Despite energetic efforts by the city authorities, there in simply not enough work to meet the demand.
And so the refugees - jobless and homeless - eke cut a miserable existence is squalid huts alongside the storm drains. Some buy cheap tobacco to make cigarettes. Others scavenge for scrap metal.
Often the city authorities take them into custody. However, they simply run away and go back to what to them is home.
