    Maltese Labour leader Mintoff staged a rally at Qui-Si-Sana, Malta July 2 to call for independence from Britain. From a truck as a platform, Mr. Mintoff harangued the British Government and verbally attacked visiting U.K. Minister of State at the Colonial Office, the Earl of Perth, on a five-day visit to Malta to assess the political situation.

    A strong contingent of the Labour Brigade (Youth Movement) attended the rally. As wearing uniforms is forbidden they wore a tunic without the uniform hat, or the uniform hat without the tunic. Banners proclaimed "Down with British Democracy" and "We Want Independence". Though the speeches were violent in delivery, the rally was orderly.

    A British Governor has ruled the island since April 1958 when Mr. Mintoff's Government resigned on the immediate issue of control of the police after Labour-instigated riots. Since then Mr. Mintoff has campaigned for immediate independence.

    The British Government which provides GBP5M budgetary aid to Malta's GBP17M budget (1960-61) will shortly announce a programme for achieving a new Constitution for Malta.
