AT THE HEIGHT OF THE BLAZE, WHICH RAGED OUT OF CONTROL FOR THREE HOURS, FLAMES SHOT THROUGH THE ROOF OF THE BUILDING. LATER, CONSULATE OFFICIALS DEFENDED THE DECISION TO PROTECT SENSITIVE DOCUMENTS BEFORE LETTING FIREFIGHTERS IN, SAYING IT WAS LEGITIMATE UNDER INTERNATIONAL LAW.
