    DURING HIS TWO-DAY STAY HERE, MR. RICHARD NIXON TALKED WITH TOP AMERICAN AND VIETNAMESE OFFICIALS, INCLUDING THE PRIME MINISTER, MAJOR-GENERAL NGUIEN KHANH, WHOM HE DESCRIBED AS "A GUNG HO, NOT NONSENSE KIND OF LEADER."
    MR. RICHARD NIXON STRONGLY EMPHASISED THAT VIETNAM POLICY WAS MADE IN WASHINGTON, NOT IN SAIGON, AND IT WOULD BE UNFAIR AND INACCURATE TO BLAME MR. HENRY CABOT LODGE, AMERICAN AMBASSADOR TO SOUTH VIETNAM, WHO WAS DOING AN AFFECTED JOB CARRYING OUT THE POLICY.

    HE SAID IT SHOULD BE MADE UNDERSTOOD TO THE WORLD THAT THE UNITED STATES HAD NO INTENTION OR NEED TO STAY IN SOUTH VIETNAM ANY LONGER THAN IT WAS NEEDED OR WANTED.
