    A national scientific and technical research organisation for Dahomey was proposed during a seminar on research in Cotonou recently. The seminar was called to consider the part to be played by science and technology in the economic and social development of Dahomey. It was financed by the Untied Nations Educational, Scientific and Cultural Organisation, and brought together top experts in various scientific and technical fields.

    The Seminar proposed establishing a Research Council with Dahomey's Council of Ministers in charge of decision and overall guidance. Basic co-ordination, planning and setting-up of projects would be carried out by a new council including experts and people involved both with administration and direct research. A permanent secretariat would be established, responsible to the President.

    Some of the duties of the organisation would be to encourage training and evaluate the potential of researchers. It would also establish contacts with research groups in other countries, including sending delegates to international seminars.

    The seminar, at the University of Dahomey, was opened by the Minister of Rural Development and Co-operation, Captain Mama Djougou.

He also made the closing speech at the seminar, which had been called to discuss the future of scientific and technical research in Dahomey. Top experts in various fields of science and technology took part in the venture.

    It was arranged by the government of Dahomey, and financed by the United Nations Educational, Scientific and Cultural Organisation. An outcome of the seminar was a decision to establish a national organisation to co-ordinate research within Dahomey. It will be a multi-level organisation, with the top tier being the country's Council of Ministers. They'll make the big decisions and supervise the overall pattern of research. A national council for scientific and technical research will also be set up.

    This will be in charge of routine planning, and of co-ordinating projects and allocating research to appropriate groups. The council will include both administrators and people actively engaged in research. The seminar also decided it would be necessary to set up a permanent secretariat for research, responsible directly to the President.

    The new organisation will encourage and supervise research in Dahomey. It will train new workers, and evaluate the potential of research projects and the people carrying them out. It will also maintain contacts with research work in other countries, including sending delegates to international conferences on appropriate subjects. A University Press will be established to publish the results of the research projects.
