Mr. Chaim Hertzog, the Israeli ambassador to the United Nations, condemned the General Assembly's Committee on Palestine for being one-sided, biased and intellectually dishonest -- after the committee recommended that Israel evacuate occupied Arab territories by next June.
Dr. J. Kaufmann, the Netherlands permanent representative, speaking on behalf of the nine Common Market countries, said no peace settlement in the Middle East would be reached until a solution was found to the Palestinian problem. He quoted the Dutch Foreign Minister on the issue, condemning Israeli expansion. Dr. Kaufmann said Israel had to end its occupation of Arab territories and there had to be sovereign territorial integrity and independence for the Palestinians. The Soviet Union'S deputy permanent representative, Dr. Richard Ovinnikov, echoed the words of the Netherlands speaker and said his country advocated a solution to the problem by satisfying the lawful demands of the Palestinians. He also called for a withdrawal of Israeli troops from occupied territories.
