Background: Speculation that the North Vietnamese will mount a new general offensive has increased following a rocket attack on the Bien Hoa Air Base, 14 miles (22 kms) from Saigon, on Tuesday (6 November). The attack sparked off a counter offensive by the South Vietnamese on a Communist stronghold on the Cambodian border. The attack on the stronghold -- Loc Ninh -- was the biggest South Vietnamese bombing raid since the January ceasefire.

Two people died and 22 were wounded in the attack on Bien Hoa. Thirty-five rockets, fired from about 8 miles (13 kms) away, destroyed three F5 jet aircraft and damaged two. The attack is believed to have been the work of the 367th Sapper Group -- a force of six to seven thousand men -- which infiltrated from Cambodia last month. The intensification of the war also follows Communist attacks on two South Vietnamese positions near the Cambodian border on Sunday (4 November).
