Background: In Moscow on Friday (October 27) the Soviet leader Leonid Brezhnev was guest of honour at a Kremlin rally marking the 60th anniversary of Komsomol, the All-Union Leninist Communist League of Youth. Mr. Brezhnev appeared in good health, despite continuing rumours that he has been recently unwell.

SYNOPSIS: Komsomol is a mass organisation of young Soviet people and now has a membership of about 38 million. It was founded shortly after the Russian Revolution in 1918 at the first All-Russia Congress of Working and Peasant Youth Leagues.

Some 5,000 members of Komsomol greeted Mr. Brezhnev with chants of "Glory, glory" when he rose to make his speech at the Kremlin's Palace of Congress.

In his 15-minute address, the 71-year-old Communist Party leader paid tribute to the record of the Komsomol organisation for its work in contributing to the present day communist state.

Komsomol is organised along the same lines as the ruling Communist Party of the Soviet Union and operates under its guidance. It is a crucial part of the Soviet apparatus of state. Its main activities are in educating young people on party principles and it has involvement in state, economic and cultural affairs. Membership is for people between the ages of 14 and 28, but it also controls a junior organisation, the Pioneers, which has a membership of more than 25 million school children aged between 10 and 14.

After his speech, Mr. Brezhnev presented Komsomol with a red banner from the party's Central Committee to mark the anniversary. After a series of speakers, including the First Secretary of Komsomol's Central Committee Boris Pastukhov had thanked him, the ceremony ended with school children singing thank you to the party chief.
