    DR KURT-GEORGE KIESINGER, FORMER PREMIER OF THE STATE OF BADEN-WURTTENBERG, WAS TODAY (THURSDAY) VOTED INTO OFFICE AS WEST GERMANY'S THIRD CHANCELLOR. HIS ELECTION BROUGHT TO AN END THE FIVE-WEEK OLD BONN GOVERNMENT CRISIS, CAUSED WHEN THE SMALL FREE DEMOCRATIC PARTY WALKED OUT OF DR LUDWIG ERHARD'S COALITION AND LEFT HIM WITH A MINORITY GOVERNMENT.

    VOTING IN THE BUNDESTAG SESSION WAS 340, 109 AGAINST, WITH 23 ABSTENTIONS. THE RESULT OF THE VOTE, WITH CHRISTIAN DEMOCRATS AND SOCIAL DEMOCRATS JOINING IN SUPPORTING DR KIESINGER, WAS ANNOUNCED BY THE PRESIDENT (SPEAKER) OF THE HOUSE, DR EUGEN GERSTENMAIER.

    THE UNUSUALLY HIGH VOTE AGAINST DR KIESINGER CAME AS A SURPRISE TO POLITICAL OBSERVERS IN BONN. IT MEANT THAT AT LEAST 60 DEPUTIES INT HE RANKS OF THE CHRISTIAN DEMOCRAT AND SOCIAL DEMOCRAT PARTIES WERE STILL OPPOSED TO THE COALITION. THE MAIN DISSENT WAS THOUGHT TO BE AMONG THE SOCIAL DEMOCRATS.

    AGREEMENT ON THE COALITION WAS ONLY REACHED AFTER HOURS OF BARGAINING AND DELICATE NEGOTIATIONS. MANY SOCIAL DEMOCRATS WERE UNWILLING TO JOIN FORCES WITH THE PARTY THEY HAD BEEN FIGHTING FOR SO MANY YEARS.

    BEFORE THE BUNDESTAG VOTE, OUTGOING CHANCELLOR ERHARD AND HIS CABINET WERE FORMALLY DISCHARGED BY PRESIDENT HEINRICH LUEBKE. DR ERHARD WAS AMONG THE FIRST TO CONGRATULATE DR KIESINGER ON HIS ELECTION.

    DR KIESINGER'S COALITION GIVES THE SOCIAL DEMOCRATS THEIR FIRST CHANCE TO EXPERIENCE GOVERNMENT RESPONSIBILITY IN WEST GERMANY'S SEVENTEEN-YEAR HISTORY. INCLUDED IN THE CABINET ARE FORMER WEST BERLIN MAYOR, WILLY BRANDT, WHO BECOMES VICE-CHANCELLOR AND FOREIGN MINISTER; FORMER FOREIGN MINISTER DR GERHARD SCHROEDER MOVES TO THE DEFENCE MINISTRY; HERR FRANZ STRAUSS, THE BAVARIAN CHRISTIAN DEMOCRAT LEADER, COMES IN AS FINANCE MINISTER; THE ECONOMICS MINISTRY GOES TO PROFESSOR KARL SCHILLER. OTHER KEY POSTS INCLUDE- ALL GERMAN AFFAIRS (HERBERT WEHNER); INTERIOR (PAUL LUECKE); LABOUR (HANS KATZER); REFUGEES (KAI-UWE VON HASSEL, WHO RESIGNED AS DEFENCE MINISTER IN THE LAST GOVERNMENT).

    AS THE GOVERNMENT CRISIS IN BONN WAS FINALLY SETTLED, THE PARTY WHICH HAD CAUSED A FURORE BY GAINING SEATS IN BOTH THE HESSE AND BAVARIAN LOCAL ELECTIONS, THE EXTREME-RIGHT NATIONAL DEMOCRATIC PARTY(NPD), WERE PREDICTIONS FURTHER SUCCESS. THE NPD, DESCRIBED BY ITS OPPONENTS AS "NEO-NAZIS", GAINED EIGHT SEATS IN THE HESSE PARLIAMENT ELECTIONS ON NOVEMBER 5, AND THEN GAINED 15 SEATS IN THE BAVARIAN STATE ELECTIONS A FORTNIGHT LATER. TODAY, THE NEW NPD MEMBERS TOOK THEIR SEATS IN THE HESSE PARLIAMENT.
