    THE FIRST NATO BASE TO BE OPENED IN PORTUGAL WAS INAUGURATED YESTERDAY (WEDNESDAY) OUTSIDE LISBON. THE SUPREME ALLIED COMMANDER, EUROPE, GENERAL LYMAN L. LEMNITZER FLEW IN FOR THE CEREMONY, WHICH WAS ALSO MARKED BY THE PRESENCE OF NATO NAVAL UNITS.

    THE SUPREME ALLIED COMMANDER, ATLANTIC, UNITED STATES ADMIRAL THOMAS H. MOORER, SAID AT THE INAUGURATION CEREMONY THAT THE CREATION OF THE 410,000 SQUARE-MILE (1,062,000 SQUARE KILOMETRE) IBERIAN ATLANTIC COMMAND (IBERLANT) CORRECTED A WEAKNESS WHICH COULD HAVE ENCOURAGED AGGRESSION. HE TOLD AN AUDIENCE OF HIGH-RANKING NATO OFFICERS, PORTUGUESE MINISTERS AND SERVICE CHIEFS THAT THE ESTABLISHMENT OF IBERLANT WAS RECOGNITION BY NATO OF THE INCREASED EMPHASIS ON MARITIME AFFAIRS THROUGHOUT THE WORLD. HE SAID THE NEW COMMAND GAVE PORTUGAL THE OPPORTUNITY TO MAKE AN EVEN GREATER CONTRIBUTION TO THE ATLANTIC ALLIANCE.

    ADMIRAL MOORER SAID THAT THE WITHDRAWAL OF THE FRENCH NAVY FROM NATO IN 1964 HAD LED TO THE UNANIMOUS CONSENT OF NATO MEMBERS TO ESTABLISH THE BASE IN PORTUGAL. THERE WAS A NEED FOR A USEFUL COMMUNICATIONS NETWORK IN THE NORTH ATLANTIC TO REPLACE THE FRENCH. AT THE REQUEST OF BRITAIN, GIBRALTAR HAD BEEN CONSIDERED AS A POSSIBLE HEADQUARTERS FOR IBERLANT, BUT THERE HAD BEEN GENERAL AGREEMENT THAT THE PORTUGUESE SITE WAS MORE STRATEGIC.

    RECENT OFFICIAL STATEMENTS IN PORTUGAL HAD EMPHASISED THAT, WHILE RECOGNISING THE IMPORTANCE OF NATO, PORTUGAL CONSIDERED THAT IT SHOULD BE RE-ORGANISED TO MEET MODERN NEEDS. SPEAKING AT THE INAUGURATION CEREMONY THE PORTUGUESE MINISTER OF DEFENCE, GENERAL GOMEZ DE ARAUJO, SAID PORTUGAL WOULD NOT FAIL IN HER UNDERTAKING TOWARDS NATO, BUT SHE MUST GIVE PRIORITY TO THE DEFENCE OF HER OWN OVERSEAS TERRITORIES.

    PORTUGAL HAS BEEN WARRING AGAINST SUBVERSIVE ELEMENTS IN HER AFRICAN PROVINCES OF ANGOLA, GUINEA AND MOZAMBIQUE SINCE 1961.

    THE FIRST COMMANDER OF IBERLANT, GENERAL EDWIN MILLAR, SAID HE WOULD GIVE PRIORITY TO BUILDING PERMANENT HEADQUARTERS. THE RESENT QUARTERS ARE TEMPORARY.
