    TWENTY MILLION ITALIANS CAME OUT IN A GENERAL STRIKE THROUGHOUT THE COUNTRY TODAY (19 NOVEMBER), AND STREET FIGHTING BROKE OUT IN MILAN WHEN POLICE THREW TEAR GAS TO DISPERSE SEVERAL HUNDRED STUDENTS AND WORKERS WHO HAD ATTEMPTED TO FORM AN AUTHORISED PROTEST MARCH THROUGH THE CITY AFTER A TRADE-UNION STRIKE RALLY. ONE POLICEMAN WAS KILLED IN THE STREET CLASHES AND 19 POLICEMEN AND 20 DEMONSTRATORS TREATED FOR INJURIES IN HOSPITAL AFTERWARDS.

    SOME OF THE STRIKERS DEMONSTRATED IN ROME, BUT IN MILAN HUNDREDS OF WORKERS AND STUDENTS FOUGHT VIOLENT STREET BATTLES WITH POLICE. THE DEMONSTRATORS CLAIMED THAT THE VIOLENCE WAS SPARKED OFF WHEN A POLICE CAR KNOCKED DOWN A STUDENT AND THE POLICE WADED INTO GROUPS OF DEMONSTRATORS WITH TRUNCHEONS FLAILING.

    CALLED TO BACK DEMANDS FOR BETTER HOUSING, THE STRIKE CLOSED SHOPS, BANKS, OFFICES, MARKETS, PETROL STATIONS. ITALIANS WENT WITHOUT FRESH BREAD, MILK, HAIL, AND NEWSPAPERS FOR THE DAY-LONG STOPPAGE. ALL PUBLIC TRANSPORT WAS STOPPED IN THE CITIES AND TOWNS. EVEN THE FAMOUS TREVI FOUNTAIN IN ROME STOPPED WORKING.

    THE ONE-DAY STOPPAGE WAS THE THIRD OF ITS KIND THIS YEAR ESTIMATED COST OF THE STRIKE TO WORKERS WAS A TOTAL 50,000,000 LIRE (GBP33,000,000 STERLING) IN PAY AND TO THE COUNTRY AS A WHOLE 130,000,000 LIRE (GBP86,000,000 STERLING).

    ALREADY IN THE FIRST 10 MONTHS OF 1969 THE COUNTRY HAS LOST AN ESTIMATED 250,000 WORKING HOURS THROUGH LABOUR STOPPAGES, AND EXPERTS FORECAST THAT ONE BILLION LIRE (GBP660,000,000 STERLING) WILL BE THE COST OF LOST PRODUCTION BY THE END OF THE YEAR.

    THE UNIONS WANT A THOROUGH AND EFFECTIVE RENT-CONTROL SYSTEM, A NATIONAL TOWN-PLANNING POLICY, THE EXPROPRIATION OF LAND, AND STATE FINANCING OF PUBLIC HOUSING SCHEMES.

    THE TWO EARLIER GENERAL STRIKES THIS YEAR -- BOTH IN FEBRUARY -- WERE ALSO TO BACK DEMANDS FOR GOVERNMENT ACTION ON SOCIAL ISSUES. THEY SUCCEEDED IN OBTAINING BETTER PENSIONS AND THE ABOLITION OF REGIONAL DIFFERENCES IN WAGE RATES.
