    Four days of international discussions on Vietnam ended in Paris on Friday when twelve governments signed a declaration pledging to support the Vietnam peace agreement. Appropriately, the signing ceremony was at the International Press Centre, where the four-year Vietnam peace negotiations took place.

    The nine-article declaration respects the independence, sovereignty, unity and territorial integrity of Vietnam, as well as the right of the South Vietnamese people to self-determination.

    To deter ceasefire violations, the declaration sets up machinery for reconvening the conference if requested by the appropriate governments. The 12 signatories are the Big Five powers, the four member-nations of the International Control Commission, North and South Vietnam and the Viet Cong.
