    ZAMBIA'S FIRST NATIONAL DEVELOPMENT PLAN IS UNDERWAY, AND THE NEXT FOUR YEARS WILL SEE THE SPENDING OF GBP429 MILLION THAT COULD USHER IN AN ERA OF SPECTACULAR DEVELOPMENT.

    NEW BUILDINGS ARE ALREADY GOING UP ON THE COPPERBELT, AND THEY'RE ONLY THE FIRST OF MANY PROJECTS THAT WILL ABSORB GBP250 MILLION. THE EXPANSION OF INDUSTRIES LIKE SUGAR REFINERIES AND THE ESTABLISHMENT OF NEW ONES IS A MAJOR PART OF THE PLAN.

    POWER IS ESSENTIAL TO THE COPPER MINES THAT ARE AT THE CENTRE OF ZAMBIA'S ECONOMY, AND THE PLAN PROVIDES MORE THAN GBP26 MILLION FOR DIVERSIFYING THE SOURCES OF ZAMBIA'S POWER. AT PRESENT MOST OF IT COMES FROM THE KARIBA HYDRO-ELECTRIC GENERATORS IN TROUBLED RHODESIA.

    COMMUNICATIONS ARE ALSO TAKEN INTO ACCOUNT... ALREADY A NEW MICROWAVE TOWER IS BEING BUILT AT THE POST OFFICE IN NDOLA. ROAD COMMUNICATIONS ARE ALSO VITAL, AND TWO IMPORTANT PROJECTS ARE ALL-WEATHER TRUNK ROADS NORTHWARD TO TANZANIA AND EASTWARD TO MALAWI.

    IN THE AGRICULTURE SECTION OF THE PLAN, FORESTRY IS ONE OF THE DEVELOPMENTS THAT COULD RAPIDLY IMPROVE ECONOMIC CONDITIONS IN THE RURAL AREAS. THERE'LL ALSO BE SUBSTANTIAL EXPANSION IN AVIATION, WITH THE BUILDING OF SECONDARY AIRPORTS THROUGHOUT THE COUNTRY. EXISTING INTERNATIONAL AIRPORTS WILL BE IMPROVED.

    AT THE CENTRE OF IT ALL IS THE COPPER INDUSTRY. THE GOVERNMENT'S REVENUES FROM THE MINES MAKE IT POSSIBLE FOR THE WHOLE DEVELOPMENT PLAN TO BE FINANCED WITHOUT EXTERNAL AID.
