    MANY OF THE ESTIMATED 1 1/2 MILLION PALESTINE REFUGEES LIVE IN CAMPS IN SYRIA AND JORDAN. IT IS REPORTED THAT SOME OF THE CAMPS ARE CONTROLLED BY AL-FATAH, THE LARGEST OF PALESTINE COMMANDO ORGANISATIONS. AL-FATAH ALSO HAS A NUMBER OF TRAINING CAMPS IN ARAB COUNTRIES BORDERING ISRAEL, SOME OF WHICH ARE IN JORDAN.

    ONE OF THE REFUGEE CAMPS IS LOCATED SIX MILES (APPROX. 9 1/2 KMS) OUTSIDE OF DAMASCUS, THE SYRIAN CAPITAL. AN ESTIMATED 180,000 LIVE IN THE CAMP, MOST OF WHOM ARE HOUSED IN TENTS.

    ABOUT 400,000 REFUGEES LIVE AT A REFUGEE CAMP IN JORDAN CALLED "MARKA". THE CAMP IS REPORTEDLY GOVERNED BY AL-FATAH. THE AL-FATAH ORGANISATION IS SAID TO OPERATE THE CAMP IN SEMI-AUTONOMOUS MANNER, FUNCTIONING VIRTUALLY INDEPENDENTLY FROM THE JORDANIAN GOVERNMENT. ENTRANCE TO THE CAMP IS RESTRICTED EVEN TO MEMBERS OF LOCAL AUTHORITIES UNLESS, IT IS REPORTED, PERMISSION HAS BEEN GRANTED FROM THE AL-FATAH COMMANDERS THERE.

    WITHIN THE CAMP THERE IS A HOSPITAL AND REFUGEES OFTEN GATHER THERE FOR TREATMENT BY THE DOCTOR ON DUTY.

    WORKMEN HAVE BEEN ENGAGED IN IMPROVING THE CONDITIONS IN THE CAMP. ALL HOUSE WORK AND FOOD PREPARATION IS GENERALLY DONS OUTSIDE THE HOUSES OF THE CAMP BECAUSE ALL FAMILIES, REGARDLESS OF SIZE, ARE ALLOWED ROOMS SAID TO BE OF ONLY ABOUT 15 FEET (4 AND 1/2 METRE) BY 17 FEET (5 1/2 M.)
    JORDAN LAST MONTH URGED THE UNITED NATIONS RELIEF AND WORKS AGENCY FOR PALESTINE (UNRWA) NOT TO REDUCE ITS SERVICES TO THE REFUGEES. THE JORDANIAN CALL FOLLOWED REPORTS THAT THE AGENCY INTENDED TO REDUCE ITS SERVICES BECAUSE OF A DEFICIT IN ITS BUDGET.

    AL-FATAH ALSO REPORTEDLY OPERATES A SCHOOL IN AMMAN CALLED "THE DAUGHTERS OF MARTYRS". THE SCHOOL WAS GIVEN THE NAME BECAUSE IT ACCEPTS AS STUDENTS, ONLY THE DAUGHTERS OR SISTERS OF COMMANDOS WHO HAVE BEEN KILLED OR CAPTURED BY ISRAELIS. THE DORMITORIES AT THE SCHOOL ARE NAMED AFTER TOWNS IN PALESTINE AND COMMANDO POSTERS COVER THE WALLS.

    BARRACKS ARE USED AT THE SCHOOL AS CLASSES.

    NEAR THE JORDANIAN BORDER WITH ISRAEL, AL-FATAH HAS ESTABLISHED A CAMP FOR TRAINING YOUNG COMMANDOS. IN THE CAMP THE TRAINEES LEARN THE BASICS OF DISCIPLINE, MILITARY EXERCISES AND COMBAT OPERATIONS.

    THE CONFLICT BETWEEN THE JORDANIAN GOVERNMENT AND THE PALESTINE COMMANDOS WHICH ERUPTED INTO FIGHTING IN AMMAN IN FEBRUARY WAS, ACCORDING TO AL-FATAH AND PALESTINE LIBERATION ORGANISATION LEADER YASSER ARAFAT, A "PASSING CRISES". THE CRISES ENDED TWO MONTHS AGO IN A SECRET AGREEMENT. EARLIER, TEN OF THE COMMANDO GROUPS FORMED A UNIFIED COMMAND TO RESIST TOUGH JORDANIAN SECURITY MEASURES.
