    PRESIDENT ANWAR SADAT TOLD THE PEOPLE'S ASSEMBLY -- THE EGYPTIAN PARLIAMENT -- THAT THEY MUST GO ON BEARING ARMS UNTIL THEIR LAND WAS COMPLETELY LIBERATED. IN A TELEVISE ADDRESS IN CAIRO ON WEDNESDAY (23 OCTOBER), PRESIDENT SADAT SAID BEARING ARMS WAS EXPENSIVE -- BOTH IN MEN AND IN MONEY. EGYPT SPENT ONE THIRD OF ITS GROSS NATIONAL PRODUCTION ON WEAPONS -- MORE THAN 1,000 MILLION POUNDS STERLING A YEAR.

    HE ADMITTED THAT THE NATION'S ECONOMY WAS ALREADY UNDER CONSIDERABLE STRAIN FROM PROBLEMS SUCH AS FOOD SUBSIDIES, OVER-POPULATION AND THE REPAIR AND RECONSTRUCTION NEEDED TO RESTORE THE WAR-DAMAGED ECONOMY.

    PRESIDENT SADAT STRESSED THAT THE EXPENDITURE WAS NECESSARY, ALTHOUGH IT WAS A MAJOR BURDEN ON THE COUNTRY. HE ADDED, WEAPONS DID NOT FALL PON THEM LIKE RAINDROPS.

    HE DECLARED THAT THE OCTOBER WAR DID NOT PUT AN END TO OCCUPATION BUT IT PUT AN END TO DESPAIR. THE BATTLE WITH ISRAEL WAS STILL ON, HE REPEATED, AND THE COUNTRY HAD TO BE READY FOR THE CONTINGENCY OF WAR.

    PRESIDENT SADAT SPOKE FOR 45 MINUTES. HE TOUCHED ON A WIDE RANGE OF SUBJECTS. HE REFERRED TO HIS COUNTRY'S RELATIONS WITH THE UNITED STATES AND THE SOVIET UNION; THE AMNESTY FOR 30 PRISONERS OF WAR AND THE COMING ARAB SUMMIT CONFERENCE IN RABAT ON SATURDAY (26 OCTOBER).
