    THE PUBLISHER OF THE "POST", MRS. DOROTHY SCHIFF, RESIGNED FROM THE NEW YORK PUBLISHERS' ASSOCIATION TO BE FREE TO ACT. MEANWHILE, THE ASSOCIATION IS CONTINUING ITS NEGOTIATIONS WITH THE INTERNATIONAL TYPOGRAPHICAL UNION. THE CITY'S MAYOR, MR. WAGNER, HAS SAID THERE IS NOW "A GLIMMER OF HOPE" FOR REACHING SETTLEMENT.
