SYNOPSIS: Liberia's President Tolbert arrived to visit the muddy, waterlogged part of Monrovia called West Point on Tuesday. It was the first ever visit to the area by a Liberian leader. He described conditions in West Point as grim, and told the people something had to be done urgently to improve their living conditions. The Liberian President was thoughtful as he moved through the area, often commenting on the lack of amenities for the housing areas.

The President described the West Point area as a "health hazard"and instructed Public Works Under-Secretary David Nayreau, who accompanied him on his tour of the area, to start planning a road into the area so that other amenities could be got under way.President Tolbert repeatedly emphasised the need for immediate attention for the people of the area.

He was later to visit a political stockade in the area where he spoke to former Ambassador Henry Fahnbulleh -- who was sentenced to 20 years imprisonment in 1968 for involvement in an abortive coup to overthrow the Liberian Government. Observers believe his sentence may be commuted soon.
