Background: Four hundred leading Yugoslav Communists met in Belgrade on Tuesday to approve an action programme intended to strengthen the central authority of the Party and to debate the country's economic and political situation.

The three-day second Conference of the League of Yogoslav Communists opened three months later than originally planned, but at the opening session, President Tito told delegates there was no crisis in Yugoslavia and an unfriendly foreign press had crisis in Yugoslavia and an unfriendly foreign press had exaggerated reports about the situation inside the country.

Though speakers avoided direct references to Croatian nationalism and the recent purge of the Croatian Communist Party, there were repeated calls for more centralised party authority.

On the eve of the conference, the party Presidium announced plane to cut the Party's Executive Bureau from 15 to eight, with more precisely defined federal responsibilities.
