    THE LATEST STEP IN A 250-YEAR-OLD DISPUTE WAS MADE IN LONDON TODAY (WEDNESDAY) AS THE FOREIGN MINISTERS OF BRITAIN AND SPAIN OPENED TALKS ON THE FUTURE OF GIBRALTAR.

    THE TWO COUNTRIES HAVE BEEN BROUGHT TOGETHER AT MINISTERIAL LEVEL BY A UN GENERAL ASSEMBLY RESOLUTION. BEFORE LEAVING FOR LONDON, SENOR CASTIELLA FORECAST THAT THE TALKS WOULD EITHER PRODUCE FRIENDSHIP OR RESENTMENT IN FUTURE RELATIONS. THE TALKS MIGHT BE LONG AND CERTAINLY THEY WOULD BE DIFFICULT, HE SAID.

    BRITISH MINISTERS IN THE PAST HAVE STRESSED THAT BRITAIN DOES NOT ACCEPT THE SPANISH CLAIM ON THE ROCKY BASTION WHICH COMMANDS THE ENTRANCE TO THE MEDITERRANEAN.

    THE "ROCK" WAS CEDED TO BRITAIN BUT SPAIN HAS FOR LONG SOUGHT ITS RETURN. RELATIONS SLUMPED IN THE LAST 18 MONTHS WHEN SPAIN REOPENED ITS DEMAND FOR SOVEREIGNTY OVER GIBRALTAR AND, IN THE OFFICIAL BRITISH VIEW, VIRTUALLY IMPOSED AN ECONOMIC BLOCKADE.
