NUJOMA: "Honourable ministers, distinguished delegates. In agreeing to participate in the diplomatic efforts initiated by the five Western powers, some have proceeded from the assumption that these Western powers hold economic and diplomatic leverages by which they could genuinely pressure South Africa to relinquish their illegal and oppressive occupation of Namibia. It was on the basis of this assumption that we have been talking of the five, who have been negotiating with South Africa. Mr. Chairman, I would like to request the Secretary General of the Organisation of African Unity right now to write a cable to the Secretary General of the United Nations clearly stating that member states of the O.A.U. are ready to offer both military components to the U.N. peacekeeping force as well as civilian, so that there is no question by the imperialists who I know are in the secretariate that the African countries have no means or they have no personnel. Do help us in this respect."

Background: The South West Africa People's Organisation leader, Mr. Sam Nujoma, has called for greater African participation in United Nations peace-keeping proposals for the territory's transition to independence. Mr. Nujoma rejected the use of some European countries' forces, saying they had investments in South West Africa that they would want to protect. He told the Organisation of African Unity, which is meeting in Nairobi in Kenya, how he can continue to discuss the five western nations' proposal for elections in the territory, while rejecting their military participation as peace-keepers.
