According to officials, the British draft notes that although the economic situation in the community has improved "a substantial recovery is not yet assured."

    Background: INTRODUCTION In Rome, European Common Market heads of government have been commemorating the 20th anniversary of the signing of the EEC's founding treaty. But the proceedings have been overshadowed by differences between France and several of its EEC partners over whether the community should be represented at the forthcoming London summit of non-communist industrialised nations.

    SYNOPSIS: France was alone in insisting that the London meeting, to which only the four big EEC countries-- West Germany, France, Britain and Italy have been invited along with the United States, Japan and Canada, remain an inter-governmental affair.

    The smaller EEC states, particularly the Netherlands and Belgium, felt that the community should be represented in London by Mr Roy Jenkins, the British president of its Executive Commission. However, late on Friday (25 March) night French President Valery Giscard d'Estaing indicated that a compromise was being considered.

    Speaking to newsmen, President Giscard said that it was possible that the community as such could be represented by its Executive Commission on certain topics. He added that if there were questions on which the community had decided beforehand to have a common position then it could be possible for the Commission to attend. He quoted the North-South dialogue of rich and poor nations as an example. After a four-hour working dinner on the first day of the two-day meeting a compromise formula was reached, enabling Roy Jenkins to attend the London meeting. Apart from this, the main topic discussed by the heads of government was the economic situation in the community.
