Dr. Lapeyre said: A TRANSLATION OF THE PORTUGUESE SPEECH FOLLOWS:
"My delegation considers that the international community organisations has to keep special watch and adopt immediate measures to quell public and world opinion, which is most preoccupied with these acts of terrorism, and which are perpetrating them anywhere, reclaiming the immediate setting for the ending of official procedures.
"We must consider these criminal activities damaging and alienating to our work, and it is necessary to analyses and adopt urgent measures to combat this."

Background: The Uruguayan Ambassador to the United Nations, Dr. Gonzalez Lapeyre, addressing an Ad Hoc Committee on International Terrorism on Monday (23 July), told the assembly that special measures must be adopted immediately to quell terrorism.
Dr. Lapeyre was speaking as the fate of 141 passengers and crew held captive aboard a Japanese Boeing 747 airliner at Dubai Airport, was still in the balance. The passengers and crew have since been released at Bonghazi Airport, but the 'plane was blown up.
