    DR. MILTON OBOTE WAS SWORN IN AS PRESIDENT OF UGANDA ON APRIL 15TH, UNDER A NEW CONSTITUTION ADOPTED THE SAME DAY. HE HAD BEEN PRIME MINISTER FOR FOUR YEARS, BUT LAST FEBRUARY HE SUSPENDED THE CONSTITUTION AND ASSUMED FULL POWERS OF GOVERNMENT. THIS, HE SAID, ABOLISHED THE OFFICE OF THE FORMER PRESIDENT, SIR EDWARD MUTESA, KABAKA OF BUGANDA.

    APOLLO MILTON OBOTE WAS BORN IN 1925, OF A RULING FAMILY IN NORTHERN UGANDA. HE TRAINED AS A TEACHER AT MAKERERE COLLEGE, KAMPALA, BUT WAS PREVENTED BY THE BRITISH AUTHORITIES FROM TAKING UP OPPORTUNITIES FOR FURTHER STUDY IN BRITAIN OR THE UNITED STATES. SO HE SPENT THE NEXT FEW YEARS WORKING AS A LABOURER AND CLERK, MOSTLY IN KENYA.

    IN 1957, HE RETURNED HOME AND ENTERED ACTIVE POLITICS IN UGANDA, BEING CHOSEN THE SAME YEAR TO REPRESENT HIS HOME DISTRICT IN THE LEGISLATIVE COUNCIL. IN 1960, HE FORMED A NEW PARTY, THE UGANDA PEOPLE'S CONGRESS, AND IN 1961, AFTER UGANDA'S FIRST GENERAL ELECTIONS, BECAME THE OFFICIAL LEADER OF THE OPPOSITION. HIS PARTY WON THE NEXT GENERAL ELECTIONS, A YEAR LATER, AND HE BECAME PRIME MINISTER IN APRIL 1962. HE WAS IN OFFICE WHEN UGANDA BECAME INDEPENDENT SIX MONTHS LATER.
