    TWO DAYS AFTER HIS ARRIVAL IN WEST BERLIN TO TAKE UP HIS DUTIES AS U.S. PRESIDENT KENNEDY'S SPECIAL REPRESENTATIVE, AMERICAN GENERAL LUCIUS CLAY (RETIRED) WENT TO THE RATHAUS (TOWN HALL) SEPT 21 WHERE CHIEF BURGOMASTER WILLI BRANDT INTRODUCED HIM TO MEMBERS OF THE WEST BERLIN CITY GOVERNMENT.

    GENERAL CLAY WAS LAST IN WEST BERLIN ON AUG 19 WITH VICE-PRESIDENT JOHNSON, BUT HIS POPULARITY WITH WEST BERLINERS DATES BACK TO WHEN HE WAS U.S. MILITARY GOVERNOR OF GERMANY DURING THE 1948-49 BERLIN BLOCKADE.

    ON AUG. 30., PRESIDENT KENNEDY APPOINTED 64-YEAR OLD GENERAL CLAY AS HIS SPECIAL REPRESENTATIVE IN BERLIN WITH AMBASSADORIAL RANK. IN A BRIEF STATEMENT ON HIS SEPT 19 ARRIVAL IN BERLIN, GENERAL CLAY SAID PRESIDENT KENNEDY HAD SENT HEM BECAUSE OF HIS (THE PRESIDENT'S) "INTEREST AND CONCERN FOR THE WELFARE OF THE CITIZENS OF BERLIN, WHO WILL ALWAYS BE FREE".
