    MR. ALEXANDER DUBCEK, THE FORMER CZECHOSLOVAKIAN LEADER, HAS ARRIVED IN ANKARA TO TAKE UP THE POST AS CZECHOSLOVAKIAN AMBASSADOR. MR. DUBCEK INTRODUCED REFORMING POLICIES WHICH LED TO HIS BEING DEPOSED AS COMMUNIST PARTY LEADER AFTER WARSAW PACT FORCES ENTERED THE COUNTRY IN AUGUST 1968.

    MR. DUBCEK WAS GREETED AT ANKARA AIRPORT BY TURKISH OFFICIALS AND DIPLOMATS FROM SEVERAL COUNTRIES INCLUDING THE SOVIET UNION. HE REFUSED TO ANSWER QUESTIONS FROM REPORTERS.

    EARLIER, WHEN HE ARRIVED IN ISTANBUL, MR. DUBCEK WAS MOBBED BY REPORTERS AND PHOTOGRAPHERS WHO BROKE WINDOWS IN THE VIP LOUNGE TO GET PHOTOGRAPHS OF HIM, AND POLICE FORCIBLY EJECTED THEM.

    MR. DUBCEK HAS BEEN STRIPPED OF VIRTUALLY ALL HIS OFFICIAL TITLES AND POSITIONS AND HIS POST IN ANKARA IS REGARDED AS POLITICALLY OBSCURE. BUT HE HAS STEADFASTLY REFUSED TO BE SELF-CRITICAL ABOUT HIS PERIOD OF LEADERSHIP IN CZECHOSLOVAKIA.
