    AT A MEETING IN NEW DELHI THE CONGRESS PARTY OF INDIA DECIDED ON MARCH 12 AS THE DATE ON WHICH IT WILL ELECT NEW LEADERS. THIS GIVES MRS. INDIRA GANDHI ONLY A FORTNIGHT TO FIGHT OFF THE CHALLENGE OF OTHER POTENTIAL LEADERS SEEKING TO REPLACE HER AS PRIME MINISTER.

    THE BATTLE FOR LEADERSHIP FOLLOWS THIS MONTH'S DRAMATIC LOSSES BY THE CONGRESS PARTY IN THE GENERAL ELECTIONS. FORMER FINANCE MINISTER, MR. MORARJI DESAI, TIPPED AS THE STRONGEST CHALLENGER FOR THE LEADERSHIP, IS REPORTED TO HAVE REFUSED TO SERVE AS MRS. GANDHI'S NO.2.

    MR. DESAI, WHO IS 71-YEARS-OLD, WAS DEFEATED BY MRS. GANDHI IN THE LEADERSHIP CONTEST AFTER THE DEATH OF THE PREVIOUS PRIME MINISTER LAL BAHADUR SHASTRI.

    HOME MINISTER YASHWANTRAO CHAVAN, 57-YEARS-OLD, SAID BEFORE THE ELECTION THAT HE WOULD SUPPORT MRS. GANDHI. BUT IF HER POSITION WEAKENS HE WILL APPEAR AS THE MAIN OPPONENT OF MR. DESAI.

    PARTY PRESIDENT, MR. KUMARASWAMI KAMARAJ WAS CONSIDERED A POSSIBLE CONTENDER FOR THE LEADERSHIP, BUT HE WAS DEFEATED BY A YOUNG STUDENT IN THE POLL FOR A SEAT REPRESENTING HIS HOME TOWN IN THE MADRAS ASSEMBLY.

    MRS. GANDHI, MR. DESAI AND MR. CHAVAN ALL HAD BIG PERSONAL MAJORITIES IN THE ELECTION, BUT THEIR POLITICAL BASES DIFFER.

    THE DECISION TO VOTE FOR THE LEADERSHIP ON MARCH 12 WAS TAKEN AT A MEETING OF THE CONGRESS CENTRAL PARLIAMENTARY BOARD. AMONG THOSE WHO ATTENDED THE MEETING WERE MR. S. K. PATIL, THE MINISTER OF RAILWAYS, MR. ATULYA GHOST AND MR. JAGJIVAN RAM WHO HELD EXECUTIVE POSTS IN THE CONGRESS ADMINISTRATION.
