    NIKOLAI KHOKHLOV, THE SOVIET JOURNALIST, IS STILL IN PRISON IN LEOPOLDVILLE, THE CONGOLESE CAPITAL. KHOKHLOV WAS ARRESTED ON JANUARY 29 AT THE CENTRAL POST OFFICE IN THE CITY. HE WAS THEN CHARGED WITH STAYING ILLEGALLY IN THE CONGOLESE CAPITAL.

    ON THE SAME NIGHT THAT THE JOURNALIST WAS ARRESTED CONGOLESE POLICE MOVED INTO THE OFFICES OF THE SOVIET EMBASSY AND SEARCHED IT. THE EMBASSY HAS NOT BEEN OCCUPIED SINCE THE END OF LAST YEAR WHEN THE ENTIRE STAFF WAS FORCED TO LEAVE FOLLOWING A CONGOLESE DECREE DECLARING THEM UNACCEPTABLE.

    THE CZECHOSLOVAKIAN EMBASSY, WHICH HAS IN RECENT MONTHS REPRESENTED THE INTERESTS OF THE SOVIET UNION IN LEOPOLDVILLE, AT ONCE PROTESTED TO THE CONGOLESE FOREIGN MINISTRY. THE NOTE, DELIVERED TO THE MINISTRY ON BEHALF OF THE SOVIET GOVERNMENT, DEMANDED THE IMMEDIATE RELEASE OF THE JOURNALIST AND THE WITHDRAWAL FROM THE SOVIET EMBASSY OF CONGOLESE POLICE.

    MR. NIKOLAI FEDORENKO, THE SOVIET UNION'S REPRESENTATIVE AT THE UNITED NATIONS, HAS TALKED WITH U THANT ABOUT THE DETENTION OF THE JOURNALIST. HE POINTED OUT TO THE UNITED NATIONS SECRETARY-GENERAL THAT THE ORIGINAL CHARGE AGAINST KHOKHLOV HAD BEEN DISMISSED BY A COURT AS THE JOURNALIST HAD ARRIVED IN LEOPOLDVILLE WITH THE FULL PERMISSION OF THE CONGOLESE AUTHORITIES.

    A SUBSEQUENT CHARGE ACCUSES THE JOURNALIST OF WRITING ARTICLES AGAINST THE TSHOMBE GOVERNMENT. MR. FEDERENKO HAS PROTESTED TO U THANT THAT. THE WRITING OF ARTICLES BY A FOREIGN CORRESPONDENT NOT TO THE LIKING OF A PARTICULAR COUNTRY NOT BE REGARDED AS A CRIME.
