    THE PRIME MINISTER WAS DEFENDING HIS INVOKING A VOLUNTARY FREEZE ON WAGES AND PRICES BEFORE THE DELEGATIONS TO THE CONGRESS WHO REPRESENT SOME 9,000,000 WORKERS AGAINST THE WAGE FREEZE, DUE TO LAST TO THE END OF THE YEAR.
