    A new decree published for Congolese Army leader Colonel Joseph Mobutu in the Government Gazette, Leopoldville, Oct 25, removed all official powers from deposed Premier Patrice Lumumba and declared that the Colonel's military coup Sept 14 was legal.

    The man who signed the decree was the Colonel's High Commissioner of Justice, Marcel Lihau. He called a press conference at the Justice Ministry Oct 25 to say the U.N. should now recognise the Colonel's ruling Council of High Commissioners as the only lawful Government in the country.

    At a second press conference in the city, that day, Pierre Mombele, Public Works Minister for Leopoldville Province, told reporters at the Town Hall: "Each day the country plunges into further anarchy and chaos." Only the reopening of Parliament - closed for the rest of the year by Colonel Mobutu - could put the country in order again. M. Mombele bitterly criticised Colonel Mobutu, the man "who did not hesitate to profit by the confused situation to carry out a coup d'etat" and install a Council of High Commissioners of "torpor and in difference."
