    Mass meetings are being held throughout Algeria in an effort to bring out as large a number of voters as possible in a referendum on Friday (19 November) on a proposed new constitution for Algeria.

    SYNOPSIS: The new constitution consolidates and increases the powers of the head of state by removing the right of the national assembly to censure the president and force his resignation. The mass rallies such as this one in Blida, 50 kilometres (about 30 miles) south of Algiers, are also in support of the unanimous nomination of the present head of state, President Houari Boumedienne, as sole candidate for the presidential election to be held next month.

    The proposed constitution replaces that of 1963 which was suspended when President Boumedienne took power in a coup in 1965. It largely institutionalizes his present responsibilities as supreme commander of the armed forces, defence minister and cabinet head.
