    PRESIDENT KWAME NKRUMAH OF GHANA GAVE DETAILS YESTERDAY (WEDNESDAY) OF A VAST DEVELOPMENT PROJECT AIMED AT REVOLUTIONISING THE COUNTRY'S AGRICULTURE AND INDUSTRY AND BOOSTING LIVING STANDARDS. THE PLAN WOULD COST ABOUT GBP1,000 MILLION STERLING.

    SPEAKING TO THE GHANA PARLIAMENT IN ACCRA, PRESIDENT NKRUMAH SAID THE AIM WAS TO BUILD A "SOCIALIST STATE" HOWEVER HE STRESSED THAT FOREIGN INVESTORS WERE WELCOMED "IN A SPIRIT OF PARTNERSHIP" AND COULD EARN PROFITS IN GHANA PROVIDED "THEY LEAVE US AN AGREED PORTION FOR PROMOTING THE WELFARE AND HAPPINESS OF OUR PEOPLE AS A WHOLE..." THE PRESIDENT ADDED THAT EXPERIENCE HAD SHOWN THAT FOREIGN INVESTORS WERE KILLING TO INVEST IN GHANA IF THE LIMITS WITHIN WHICH THEY COULD WORK WERE FAIR AND CLEARLY DEFINED.

    THE GHANA GOVERNMENT PLANS TO INJECT GBP476 MILLION STERLING IN INVESTMENTS INTO THE ECONOMY DURING THE SEVEN-YEAR PERIOD. PRESIDENT NKRUMAH SAYS HE HOPES PRIVATE INVESTORS WILL CONTRIBUTE ANOTHER GBP540 MILLION STERLING.

    STRESSING THE NEED TO HARNESS ALL POSSIBLE RESOURCES, THE PRESIDENT SAID ALL GHANAIANS WHO HAD MONEY ABROAD WOULD BE GIVEN THREE MONTHS IN WHICH TO REPATRIATE THESE HOLDINGS OR DECLARE THE OWNERSHIP OF FOREIGN PROPERTY AFTER THAT ANYONE WHO CONCEALED FOREIGN ASSETS WOULD BE "SUBJECT TO THE FULL RIGOURS OF THE LAW".

    PRESIDENT NKRUMAH ENDED BY STRESSING AGAIN THAT THE ENTIRE ENERGIES OF THE COUNTRY IN THE NEXT SEVEN YEARS MUST BE CONCENTRATED ON IMPLEMENTING THE PLAN IF IT IS TO SUCCEED.
