    Background: INTRODUCTION: In France on Saturday (19 September) a group of Iranian students demonstrated outside an Islamic conference being held in Paris. They chanted slogans against Ayatollah Khomeini, the Iranian ruler -- and Dr. Shapour Bakhtiar, the former Prime Minister now in exile in France.

    SYNOPSIS: The Iranian demonstrators were a group of political moderates objecting to the hard-line policies of the clerical regime in their homeland. But they said they were also opposed to Dr. Bakhtiar. Another Iranian leader, former President Bani Sadr, is living in France, where he says he hopes to form an effective opposition to Ayatollah Khomeini.

    The demonstration was noisy but peaceful, and caused no interruptions to the Islamic Conference, which was staged at the UNESCO building in Paris.

    Delegates from Moslem countries around the world attended the conference -- including a surprise guest who has made few public appearances in recent years. Ahmed Ben Bella, the first President of independent Algeria, was released last year from prison and house arrest, and given freedom of speech and movement.

    An opening speech to the conference was delivered by the Secretary General, Mr. Salem Azzam.

    Mr. Azzam spoke of the newly published Universal Islamic Declaration, which was compiled by scholars and other leading figures in order to explain the fundamental principles of the movement. He said he hoped for a new era of peace, prosperity, and justice throughout the world.
