    The Presidents of the United States and france today (Monday) opened two days of talks on foreign and monetary policy in the picturesque mid-Atlantic setting of a white-walled palace in the Portuguese Azores Islands.

    The meeting is the first of a series Mr. Nixon is to have with European and Japanese leaders before his visits to Peking and Moscow next year.

    The two Presidents opened their talks with discussions of the India-Pakistan war and European security. They were due to discuss the monetary crisis later in the day.

    SYNOPSIS: A full-scale motorcade through the cobbled streets of Angra, in the Azores, marked the start for two days of summit talks between the Presidents of the United States and France. President Nixon was clapped by a large crowd of islanders.

    President Pompidou met Mr. Nixon at the getaway to the 200-year-old white-walled palace--once a residence of Portuguese kings-where they were holding their talks. The meeting is the first of a series President Nixon is to have with European and Japanese leaders in propagation for his visits to Peking and Moscow next year. The opening session was devoted to the Pakistan-India War and Soviet proposal for a European security conference. Later they discussed ways of setting the international monetary crisis.
