In India, preparations are continuing for the elections to the New Delhi Metropolitan Council and Municipal Corporation. Posters proclaiming the virtues of Prime Minister Mrs. Indira Gandhi's Congress (I) Party, as well as those for the opposition parties, have been pasted onto walls and hoardings throughout the city for the election on February 5. Former Foreign Minister, Mr. Atal Bhartiya Vajpayee, now president of the Bharatiya Janata Party (BJP), addressed a meeting of over 8,000 government workers at the city's boat club on February 1. In his speech, he called on the voters to support his party in the forthcoming election. The Congress (I) Party has recently suffered electoral setabacks in the southern states of Andhra Pradesh and Karnataka, and Mr. Vajpayee criticised the government for failing to tackle the country's rising inflation rate. The Janata Party is regarded by political observers as the main threat to the Congress (I) Party. Following her party's defects in the south, Mrs. Gandhi reshuffled her cabinet on January 29 and the forthcoming elections are seen as a crucial test of public confidence for the prime minister.
