    SAIGON IS BACK TO NORMAL TODAY (THURSDAY) AFTER A BLOODLESS COUP STAGED BY THE SOUTH VIETNAMESE GENERALS YESTERDAY (WEDNESDAY) WHICH TOPPLED THE GOVERNMENT OF PREMIER TRAN VAN HUONG.

    WHILE THE PEOPLE WENT ABOUT THEIR NORMAL ROUTINE, AND STALL-HOLDERS AT THE CENTRAL MARKET PREPARED TO OPEN UP FOR BUSINESS. THE SOUTH VIETNAMESE ARMED FORCES WERE COUNTERING WHAT THEY CALLED FALSE RUMOURS THAT THE ARMED FORCES HAD TAKEN OVER POWER AGAIN.

    PRIME MINISTER HUONG WAS OUSTED FROM OFFICE FOLLOWING A WEEK-LONG VIOLENT BUDDHIST CAMPAIGN AGAINST HIM AND ANTI-AMERICAN DEMONSTRATIONS IN MANY PART OF THE COUNTRY.

    FIVE LEADING BUDDHIST MONKS, WHO VOWED TO FAST UNTIL DEATH UNLESS MR. HUONG IS OVERTHROWN, ENDED THEIR EIGHT DAYS HUNGER STRIKE YESTERDAY. THE GENERALS WITHDREW THEIR SUPPORT FOR THE HUONG GOVERNMENT AFTER TALKS WITH THE FIVE MONKS. THE BUDDHIST HIERARCHY HAS NOW SIGNED AN AGREEMENT NOT TO INTERFERE IN POLITICS. THE HIERARCHY HAD ALSO AGREED TO SEND THE THREE TOP POLITICAL MONKS OUT OF THE COUNTRY, THEY ARE THICH TAM CHAU, TRI QUANG AND HO GIAC.

    IN TODAY'S PRESS CONFERENCE, THE GENERALS NAMED DOCTOR NGUYEN XUAN OANH, A BUDDHIST BORN IN NORTH VIETNAM AS ACTING PRIME MINSTER IN PLACE OF MR. HUONG. DOCTOR OANH, 45-YEAR-OLD ECONOMIST WHO SPENT MANY YEARS IN JAPAN AND AMERICA, WAS ACTING PREMIER FOR A SHORT TIME LAST SUMMER. IN MR. HUONG'S GOVERNMENT, HE WAS THIRD DEPUTY PREMIER.

    LIEUTENANT GENERAL NGUYEN KHANH, ARMED FORCES CHIEF, WHO WAS PRIME MINISTER UNTIL MR. HUONG'S CIVILIAN GOVERNMENT CAME TO POWER THREE MONTHS AGO, TOLD NEWSMEN: "I HAVE NO AMBITION TO TAKE OVER THE GOVERNMENT. MR. PHAN KHAC SUU WILL REMAIN CHIEF OF STATE TEMPORARILY, AND THE CABINET WILL REMAIN IN OFFICE UNTIL A NEW OPEN IS APPOINTED."
    GENERAL KHANH SAID HE WOULD SET UP AS SOON AS POSSIBLE A 20-MEMBER ARMY AND PEOPLES COUNCIL TO ADVISE THE GOVERNMENT AND A JUDICIAL COMMITTEE TO DEAL WITH LEGAL PROBLEMS.
