    President Habib Bourguiba opened the 8th national congress of Tunisia's ruling Destourien socialist party in the seaside resort of Monastir, about 100 miles (160 kms) south of Tunis, on Monday (11 October).

    The three-day congress is to decide on the economic and social opinions to be followed in the coming years, and will examine projected amendments to the constitutional and internal party regulations.

    SYNOPSIS: The Tunisian seaside town of Monastir was the site for the 8th National Congress of the country's ruling Destourien socialist party on Monday. President Habib Bourguiba arrived to speak at the opening ceremony. The three-day congress is being held for the first time since 1968.

    Attending the opening day of the congress -- whose role is to fix objectives and define policy -- was the 80-strong Central Committee and a thousand delegates elected by the party's local groups and some 450,000 members.

    Delegates were to decide on the economic and social opinions to be followed in the coming years, and to examine the projected amendments to the constitution and internal party regulations.

    The question of succession to the Presidency if the office is vacated prematurely was also to be discussed. The Prime Minister takes office under the present constitution but the amendments may call for elections within 30 days if necessary.
